Direct answer
Read the document type, issuer, date, effective date and scope before treating a headline as a rule that changes an application or response deadline.
Classify the document
A final law, a regulation, an operational notice, a consultation draft and an individual case notice do different jobs. The CNIPA 2026 Trademark Law portal makes the distinction visible: it links the enacted revised law, summary and explanatory material. The 2026 law was adopted in June 2026 but Article 87 says it starts on 1 January 2027. A publication date is not automatically its commencement date.
CNIPA’s 28 September 2026 consultation notice concerns proposed measures for handling business under the revised law. A consultation draft is not a final operational requirement. Before changing forms or advice, look for the final adopted text, effective date and any transition provision. The public-service guide is useful for current filing steps, but each guide can be revised; record the edition and when it was checked.
Apply the notice to a matter
Write down the application number, status and relevant act: filing, correction, refusal, opposition, renewal or another procedure. Compare the notice’s addressee and subject with that act. A notice about consultation for future rules should not be treated as a response deadline for an existing case. Conversely, an individual official notice may contain a case-specific response date even if a general article has not been updated. Keep the original notice, service record and source URL in the case file.
Publish a responsible update
If an official notice changes a website guide, label what changed, who is affected, when the change applies and what remains uncertain. Link the original and update only the affected claim; do not replace every article with a sweeping “new law changes everything” statement. Draft measures should remain visibly marked as drafts until a final rule is verified. ## Questions to resolve before action
- Is this enacted law, final measure, draft consultation or case notice?
- What publication and effective dates are stated?
- Which applicant or procedure does it cover?
- Has a final version superseded this document?

As checked on 2 November 2026, the 2019-amended Trademark Law is the current law. The revised law was adopted on 26 June 2026 and is scheduled to take effect on 1 January 2027 (Article 87). A consultation draft is not an operative rule. Confirm the governing text and any final implementation or transition measure for the date of the specific matter.
